Rev. Stephen
Ordained in 2004, Fr. DeLacy served as parochial vicar of Saints Peter & Paul Parish and as school minister for Archbishop Carroll and Pope John Paul II High Schools before being named to his position as Director of the Philadelphia Archdiocesan Vocation Office in July, 2013. While Director of Vocations he conducted discernment groups, retreats and outreach for men who were discerning God’s call to the priesthood. In 2021 Archbishop Nelson J. Pérez named Fr. DeLacy Vicar of the newly formed Office for Faith Formation with Youth and Young Adults (OFFYYA). He continues to present at a number of retreats, Forty Hours, etc.

Mr. Dennis Mueller
Mr. Dennis M. Mueller has over 30-years of experience working as a Director of Religious Education within the Archdiocese of Philadelphia. He has served on various boards, committees, and councils at both the diocesan and local levels throughout his career, including President of the Archdiocesan Association for Parish Directors, Coordinators, and Administrators of Religious Education. An alumnus of LaSalle University in Philadelphia, Dennis holds B.A. degrees in Religion and Psychology, as well as an M.A. in Psychological Counseling with a specialization in Industrial and Organizational Psychology. His extensive experience in the field of religious education and his educational background form the foundation of his servant leadership style and have equipped him with the communication and listening skills necessary to work collaboratively with others.
Nothing ignites Dennis like being able to discuss and share the love of God with others. In addition to conducting presentations, retreats, and workshops designed to deepen participants’ relationship with God and awareness of their call to holiness, Dennis co-produces a weekly podcast with a colleague called Mountains Made Low; a ministry designed to help listeners encounter the love of God and live well in the modern world. However, his greatest passion is for his first and primary vocation as husband to his incredible wife, Denise, and father to their six amazing children.

Mrs. Marisally Santiago
Mrs. Santiago served as the Associate Director for Hispanic Youth Ministry (Pastoral Juvenil Hispana) and Young Adult Outreach for the Archdiocese of Newark. In this role, she worked to rebuild the Archdiocesan programs and increase the engagement of youth and young adults throughout North Jersey. Since 2015, Mrs. Santiago has served as Youth Minister in several parishes in New Jersey. In 2020 Marisally was selected to head the new archdiocesan Office for Ministry with Youth (OMY).

Mr. Matt Hasher
Mr. Hasher is the CYO Director of Athletics and has been leading the CYO since 2013. In the role, Matt has worked with all of the CYO programs in Philadelphia and the surrounding counties to grow and build the many sports programs that serve our Catholic youth. Improving both the quality of programs for players and the preparedness of the coaches to lead our children is the mission that Matt aims to serve every day. Matt believes that our programs provide a truly unique venue for our young players to grow physically, mentally, and spiritually through athletics.”

Reverend Timothy Tarnacki
Reverend Timothy Tarnacki, O.S.P.P.E. is a priest of the Order of Saint Paul the First Hermit, also known as Pauline Fathers and Brothers. He was born in Poland and immigrated with his family to the United States at the age of 12. He grew up in Stamford, Connecticut, and joined the Paulines by starting his postulancy after graduating high school in 2008.
Father Tarnacki attended the Pauline Seminary and the Pontifical University of Saint John Paul II in Krakow, Poland. He graduated with a Master’s Degree in Theology, specializing in Biblical Exegesis. He made his final religious vows in 2015 at the Marian Shrine in Czestochowa, Poland. Most Reverend Andrzej Zglejszewski, Auxiliary Bishop of Rockville Centre, ordained him to the priesthood in 2016 at the National Shrine of Our Lady of Czestochowa in Doylestown (Bucks County).
Following ordination, Father Tarnacki began ministering at the Shrine. Since that time, he has been particularly involved with the Shrine’s youth and young adult ministry, being the co-founder of Czestochowa Young Adults (CYA) Group. He has also served in various capacities including Shrine media coordinator; chaplain and theology teacher for the Shrine’s homeschooling community; coordinator of lector and altar servers’ groups; and more.
Here are some interesting facts about Fr. Timothy:
1). St. John Paul II is his favorite saint and his vocation story is closely linked to JP2’s death!
2). Timothy is actually his religious name that he chose, being inspired by the two Letters of St. Paul to St. Timothy.
3). He loves playing sports, running, traveling and hiking in the mountains (the highest peak that he climbed so far was 14,278′).

Wanda Nouel

Wanda Nouel
Mrs. Nouel brings a diverse and dynamic background to her role as Associate Director in the Office for Catechetical Formation. With a strong foundation in finance, she previously served as a Finance Analyst at Grupo E. León Jimenes (Philip Morris Dominicana). Wanda holds a Bachelor’s degree in Business with a concentration in Marketing and Accounting from Pontificia Universidad Católica Madre y Maestra (PUCMM) and a Master’s of Science in Church Management from Villanova University. She is also a certified interpreter.
With over seven years of experience collaborating with former directors in the Office for Catechetical Formation, Wanda has played a key role in advancing the mission of religious education in the Archdiocese of Philadelphia. Her passion for ministry extends beyond her professional role—she has served as Director of Life in the Spirit Seminars and Spiritual Growth classes, guiding others in deepening their faith and spiritual journey.
Born and raised in Santiago de los Caballeros, Dominican Republic, Wanda met her husband, Henry, in her hometown. Together, they are the proud parents of two sons. A natural leader, Wanda is known for her enthusiasm, positivity, and ability to inspire those around her. She fosters collaboration and innovation in her work, always striving to bring out the best in others.
Beyond her professional and ministerial commitments, Wanda finds joy in exploring nature through hiking and discovering new places that allow her to reflect and recharge.

Jennifer O’Neill
Ms. O’Neill is a member of St. Francis of Assisi parish in Springfield and a graduate of Immaculata University. Her many experiences range from working as a recreation assistant in geriatric care to teaching elementary school students. As the Associate Director for the Office for Ministry with Youth, Jennifer is grateful to be a prayerful and active support to our Ministers with Youth, pastors, and parishes in the Archdiocese of Philadelphia.
One of Jennifer’s favorite saints is St. Josephine Bakhita, who reminds us, “Be good, love the Lord, pray for those who do not know Him. What a great grace it is to know God!”

Andrea Mueller
Ms. Andrea Mueller was born in Latrobe, Pennsylvania and raised in Clifton, Virginia. She is one of five children. In 2017, she returned to Pennsylvania to attend Saint Joseph’s University (SJU).
Ms. Mueller graduated from SJU in 2021 and holds a Bachelor of Science Degree in Psychology. She minored in Spanish and English. In 2022, she received a Master of Science degree in Experimental Psychology, with a focus in social psychology research, from SJU.
Ms. Mueller was appointed to various leadership and academic roles during her time at SJU, including Student Senate Campus Ministry Chair, Writing Center Tutor, and Psychology Graduate Assistant. She also served in various young adult ministry and service-related roles that helped her establish a passion for serving the broader community of Philadelphia and the Church. She was a youth minister at a local parish, coordinated weekly service opportunities, and led the Philadelphia Service Immersion Program for undergraduate students.
After graduating, Ms. Mueller worked as a management consultant at PwC within its People Analytics practice, serving a variety of clients across continents and industries. She gained experience in assessing employee feedback via surveys and research best practices, to improve employees’ experience at work and increase organizational effectiveness.
Ms. Mueller currently serves as the Director of Fellowship and Service for the Philadelphia Chapter of Young Catholic Professionals and is a member of Saint Patrick Parish located in Rittenhouse Square.In her free time, Ms. Mueller enjoys exploring the broader Philadelphia area, soaking in art of all kinds, attending Mass, running long distances, and meeting new people.
